On November 15, 2018, the Round Table of Public Consultation on the ”Guideline on conducting documentation in cases of gender-based violence" was held for:
1) Specialists from different fields (doctors, psychologists, social assistants, lawyers) who provide assistance to victims of gender-based violence;
2) Members of the Territorial Multidisciplinary Teams;
3) Local Public Authorities (LPAs) and Central Public Authorities (CPAs) involved in both implementation and policy-making;
4) Educational institutions in charge of creating and conducting trainings for to specialists from different fields (doctors, psychologists, social assistants and lawyers).

The event was organized by RCTV Memoria in partnership with Promo-LEX and the Association against Violence "Casa Mărioarei", with the financial support of the EU Delegation, within the project "Increasing the respect for women’s rights in Moldova through combatting gender-based violence ".
On 30th of August, at Ministry of Justice in Republic of Moldova there was a round-table discussion called “INITIATION OF WORKING-GROUPS ACTIVITIES FOR THE MONITORING OF THE PLAN OF DEVELOPMENT STRATEGY IMPLEMENTATION FOR PENITENTIARY SYSTEM IN 2016-2020”, which is within the project “Improvement of the psycho-social services for the detainees and their rights”, implemented by RCTV Memoria and the Department of Penitentiary Institutions, with financial support of the German Embassy in Republic of Moldova.
The meeting took place to exchange experience and talk about supervision and coordination of the plan, moreover to discuss about process to implement it, and about possible problems. Furthermore the talk finishes about the most important issues for the future. Above all, it was especially focused on improving the health care system for persons deprived of freedom, with guarantees of quality as well as the public health system. The participants were from different fields of work, such as the Ministry of Justice, Department of Penitentiary System, the Superior Council of the Magistracy, General Inspectorate of Police and more. After all, they plan to collaborate to achieve a safe environment, to respect the Human Rights during the project and resolve the difficulties for workers of the penitentiary system, keeping in contact with each other to establish the ground of work in the future.

After a bit more than six months volunteering at the Centre RCTV Memoria in the framework of the European Voluntary Service, it is time for me to fly back to Belgium but not before appraising the work done and the things learned.
This experience provided me with new skills and knowledge such as project management and reporting, communication and a preview of fundraising. Among other things, I had the great opportunity to be involved in the launching of the project “Better psycho-social services for persons from detention and respecting of their rights” funded by the German Embassy in Chisinau.
I have also been fortunate enough to participate in a lot of very interesting events related to Moldovan culture, Human Rights or prison system in Moldova. For example, I wore an IA at the festival IA Mania, attended meetings with NORLAM, EU delegation, UNDP and way more, and even danced in a flash mob organized by the coalition life without violence.
But to be honest, what I most appreciated was to work with the fantastic staff and meeting the beneficiaries in the context of seminars at the Centre, round table to celebrate the 26th of June International Day in support of victims of torture or project developed by the volunteers like the presentation video of the Centre.
I would like to thank the employees, partners and beneficiaries of the RCTV Memoria Centre for allowing me to learn so much at the professional and human point of view. It was such an honour and a pleasure to be part of the team for a few months.

In the framework of the project “Better access to psycho-social and medical support in Moldovan prisons”, implemented by RCTV Memoria and funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands through the Human Rights program of the Dutch Embassy in Bucharest, the women inmates of the Penitentiary Rusca learned how to design, embroider and assembled IA, the traditional Moldovan blouse. The IAs created have already been shown in different occasions such as an exhibition and sale at the library BP Hasdeu or a fashion show Ie-terapie la MaestrIA.
On Saturday June 8th, the blouses were exposed for sale at the festival IA MANIA organized by Klumea in Holercani. IA MANIA is a festival promoting Moldovan culture through food, music, dance and artisanal work. The highlights of the day were without any doubt the traditional costume parade with inhabitants coming from fifteen different villages around and the gigantic Hora gathering numerous participants of the festival.
By buying an IA at the RCTV Memoria’s stand, you were not only acquiring a nice blouse, but also perpetuating Moldovan traditions and participating in the improvement of inmates’ life in Moldovan penitentiaries.
On the 26th of June, United Nations International Day in Support of Victims of Torture, RCTV Memoria invited its beneficiaries to a round table with the theme “TORTURE ABROAD GENERATIONS. DEPORTATIONS FROM BASARABIA”. It was held in the premises of the Municipal Library B. P. Hasdeu in Chișinău.
The program included discussions about trans-generation transmission of trauma, presentation of pages of History and Pain and the opening of a book exhibition on the Stalinist repressions and memories from GULAG.
The speakers – Margarita Raducan, Viorica Olaru-Cemirtan, Elena Siscanu, Igor Stoica, Alexandru Moraru, as well as some beneficiaries of RCTV Memoria – shared most interesting and moving stories and memories with the persons present.

Keep Love. Protect Family From Violence, this was the slogan of the concert organized by Promo-Lex Association on June 24 to close the joint project "Promoting respect for women's rights in Moldova by combating gender-based violence" implemented by the Promo-LEX Association in partnership with RCTV Memoria and the Association against Violence "Casa Mărioarei".
The square of the Cathedral “Nașterea Domnului” was crowded with people, especially families, who came to attend a very varied program: traditional and modern music, songs and dance performed by Surorile Osoianu, Plăieșii, Mărțisor, Ghiulnara Răileanu, Andrei Glavan, Tatiana Vârlan, Mariana Bulicanu, Vitalie Advahov, Tania Cerga, Eva Timuş, Guz, Lavinia Rusu, Diana Brescan, Ionela Țăruș, Dumitru Mâțu, Gloria Gorceac, Felicia Dunaf, Teo-Dance Studio, the students and professors of the school “Ciprian Porumbescu” and last but not least, the Symphonic orchestra directed by Dumitru Cârciumaru.
During the evening, the campaign "Protect the family of violence" was exposed to the public and Mrs Ludmila Popovici, executive director of the Centre Memoria, also pronounced a few words about this topic. In this relaxed and joyful atmosphere, the organizators were able to convey the message of the project and campaign: no kind of domestic violence can be tolerated, this problem concerns the whole society, and finally, it is most important to help victims by reporting cases.

Each year, for the eighth year running, representatives of the Republic of Moldova and delegates from the European Union meet for a Dialogue about the Human Rights situation in Moldova. Memoria being invited to participate as civil society observer, I had the great opportunity to enter the premises of the Minister of external affairs and European integration in order to attend this important meeting on June 20th.
The participants addressed sensitive issues such as the proposed reform of the electoral system, the freedom and pluralism of the media, the fight against impunity and ill-treatment Human Rights protection in the justice system, the rights of the child and finally the fight against discrimination and protection of vulnerable groups.
The discussions about impunity and ill-treatment were particularly interesting and relevant regarding to Memoria’s mission. Mr Nicolae Esanu, Deputy Minister of Justice, who was leading the Moldovan delegation, stated that torture is a shame for a country in the 21st century and erected the prevention of this phenomenon as a fundamental objective of the Republic of Moldova.
The EU welcomed the signature by Moldova of the Istanbul Convention on preventing and combating violence against women and domestic violence and the creation of a National Preventive Mechanism against Torture. However, in other areas, improvements are still possible and wanted. For example, the EU delegates were particularly worried about the overcrowding situation at the penitentiary number 13, institution with which Memoria is working in the framework of the project “Better psycho-social services for persons from detention and respecting of their rights” funded by the German Embassy in Moldova and implemented from March to December 2017.
Both parties agreed on the importance of raising awareness about the phenomenon of torture through training for employees in various institutions. It is also to be pointed out that Mr Ion Caracuian, Head of Penitentiary, saluted the work of Memoria, the only organization that is dealing with rehabilitation of torture victims. I feel really honored to work as a volunteer in such a unique place and be a small part of their work to improve life of their beneficiaries.
Last week-end, a wave of blue flags adorned with yellow stars swept across the city of Chisinau. Indeed, the European village, composed of tents representing the different Embassies of EU Member States and partner countries, was organized by the European delegation in the Republic of Moldova. The visitors had the possibility to get to know more about European culture, to taste some traditional cuisine and beverage, to take part in foreign languages lessons and games, and to enjoy several musical and dance performances.
It was also the opportunity to learn more about the assistance the European Union is providing for the development of the Republic of Moldova through programs and projects. The Centre Memoria took part in this event to present to the public the joint project "Promoting respect for women's rights in Moldova by combating gender-based violence" implemented by the Promo-LEX Association in partnership with RCTV Memoria and the Association against Violence "Casa Mărioarei" as well as the Campaign "Protect the family of violence" taking place from the 21 May to the 25 June 2017 in 10 localities around Moldova.
Some Mandalas and coloured pencils were put at children disposal while their parents could get information about the project and Memoria’s work. Promo-Lex Association was conducting a survey and the Association Casa Mărioarei was collecting men’s anti-violent signature and message against gender-based violence.
This day was the reflection of the strong links that exist between EU and Moldova and their common will to share important values such as gender equality and fight against violence against women.
During the period from October 2015 to April 2017, Memoria, in partnership with the Penitentiary Department of the Ministry of Justice and with the financial support of the MFA of the Kingdom of the Netherlands, implemented a project aiming to improve the functioning of the penitentiary system through re-integration programs and comprehensive psycho-social services to detainees in seven prisons of Moldova. On the 20th of April took place a closing conference to evaluate the success of this project.
The participants have been welcomed in the beautiful premises of the Summit Events & conference Center which was decorated with the posters made for the exhibition and sale of art work organized earlier and a slide show composed of pictures of the activities implemented in the framework of the project. The conference started with opening speeches regarding the topic investments in human value by honorable guests: Roy Hans, Representative of the Embassy of the Kingdom of the Netherlands in Republic of Moldova, Mindaugas Kacerauskis, Political counselor at the European Union Delegation in the Republic of Moldova, Olesea Perean, National officer at the UN office for Human Rights in Moldova, Anatol Munteanu, Vice Minister of Justice, and Igor Guja, Deputy Director of the Penitentiary Department. Two remarks stroke me more particularly. The first one coming from the Representative of the Embassy of the Kingdom of the Netherlands in Moldova who quoted Anne Frank’s words "People are just people, even if they committed crime" to underline the importance of detainees' rights as human being. The second remark has been made by the UN officer for Human Rights in Moldova about the fact that depriving people of their liberty doesn't mean depriving them of other rights.
This opening has then been followed by an exchange of gifts. The guests received a piece of the painting made by a volunteer in the framework of the last year’s celebration of the 26th of June – international day against torture – as a recognition of their various supports to the project. Then, the Center Memoria had the great surprise to receive a Certificate to celebrate its 17th years of work.
Finally, the representatives of the different prisons had the opportunity to present in more details the activities they developed with and for benefit of the detainees. It was fascinating to hear about the changes observed in the beneficiaries’ behavior and interaction within a group. Moreover, a representative explained that the program benefited at least as much for prison staff as for inmates, pointing out that the improvement in detention conditions had a wider effect than one might think.
As a volunteer, it was stimulating to attend this conference as it provided me with clues to understand the functioning of a project. I have now a better overview of the different steps necessary to make a project on paper become a success.

From the 30th of March to the 1st of April, the Municipal Library B.P. Hasdeu in Chisinau hosted an exhibition and sale of handmade work realised by inmates in seven penitentiaries in Moldova. During these three days, the public was invited to admire and buy unic items and handmade work such as traditional embroided shirts “Ia” made at Rusca, decorative candles from Leova or even wooden sculptures from the penitentiaries Nr 10 and 13.
This event was organized by RCTV Memoria, together with the Penitentiary Department, as a display of the project “Joint efforts for better access to psycho-social and medical services in Moldovan prisons” implemented since october 2015 and financially supported by the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The project's goals are to improve, on one hand, detention's living conditions and, on the other hand, relationships between staff and inmates. The aim beyond this program is mainly to contribute to detainees’ process of resocialization and rehabilitation, a sensitive and essential issue in which Memoria has been involved for several years.
The money raised will be used to purchase the needed materials in order to maintain the occupational activities of the project. But, first of all, the exhibition was organized to raise public awareness of the value and necessity of this kind of program.
